Consid\u00e9rant que ces dix derni\u00e8res ann\u00e9es, l\u2019islamophobie a progress\u00e9 dans le monde de mani\u00e8re alarmante.<\/p>\n

Consid\u00e9rant que chaque ann\u00e9e, la conf\u00e9rence internationale contre l\u2019islamophobie atteste du caract\u00e8re persistant, global et pervers de l\u2019islamophobie.<\/p>\n

Consid\u00e9rant que la France est l\u2019un des pays o\u00f9 ce racisme progresse le plus. Prenant pr\u00e9texte de la lutte contre le terrorisme, de la la\u00efcit\u00e9, des droits des femmes, ou de la d\u00e9fense des \u00ab\u00a0valeurs de la R\u00e9publique\u00a0\u00bb, les expressions de l\u2019islamophobie foisonnent dans toutes les sph\u00e8res de la soci\u00e9t\u00e9 et notamment dans les champs politique, m\u00e9diatique et intellectuel.<\/p>\n

Consid\u00e9rant que l\u2019\u00c9tat, lui-m\u00eame \u2013 pouvoirs ex\u00e9cutifs, l\u00e9gislatifs, judiciaires \u2013 de ses plus hauts sommets \u00e0 ses institutions locales se fait le promoteur de l\u2019islamophobie. La loi contre le foulard de mars 2004 est au c\u0153ur de la l\u00e9gitimit\u00e9 publique donn\u00e9e \u00e0 l\u2019ensemble des pratiques discriminatoires \u00e0 l\u2019encontre des Musulmans.<\/p>\n

Consid\u00e9rant que la France a \u00e9t\u00e9 condamn\u00e9e pour atteinte \u00e0 la libert\u00e9 religieuse par le Comit\u00e9 des droits de l\u2019Homme de l\u2019ONU le 22 juillet 2012.<\/p>\n

Consid\u00e9rant que le rapport de la CNCDH de 2012 confirme \u00e0 nouveau l\u2019inqui\u00e9tante mont\u00e9e des sentiments et des actes antimusulmans en France, dans un contexte global d\u2019augmentation du racisme d\u2019\u00c9tat. Les femmes sont les principales personnes vis\u00e9es: selon le rapport du CCIF les agressions islamophobes contre des femmes a augment\u00e9 de fa\u00e7on frappante.<\/p>\n

Consid\u00e9rant que l\u2019islamophobie d\u2019\u00c9tat se manifeste \u00e0 nouveau, dans toute sa force, avec les controverses enflamm\u00e9es suscit\u00e9es par le d\u00e9bat sur les assistantes maternelles et par l\u2019annulation du licenciement d\u2019une salari\u00e9e voil\u00e9e par la cour de cassation, ainsi que l\u2019exclusion d\u2019un coll\u00e8ge d\u2019une jeune fille qui portait un bandeau et une jupe \u00abtrop longue\u00bb confirment que l\u2019enjeu politique n\u2019est pas la d\u00e9fense de la la\u00efcit\u00e9 ni de la libert\u00e9 d\u2019expression incluant le \u00ab\u00a0droit \u00e0 la critique des religions\u00a0\u00bb. Ce qui se joue, aujourd\u2019hui en France, c\u2019est la volont\u00e9 de marginaliser les expressions de l\u2019islam dans l\u2019espace public et d\u2019exclure les populations qui affirment leur identit\u00e9 musulmane hors de la citoyennet\u00e9.<\/p>\n

Consid\u00e9rant qu\u2019apr\u00e8s le mandat de Nicolas Sarkozy, marqu\u00e9 par une interminable s\u00e9rie d\u2019offensives antimusulmanes, les annonces semblent se multiplier\u00a0sous la pr\u00e9sidence de Fran\u00e7ois Hollande :<\/p>\n

1 \u2013 Proposition de loi enregistr\u00e9e \u00e0 l\u2019Assembl\u00e9e nationale le 16 janvier visant \u00e0 \u00e9tendre le principe de neutralit\u00e9 religieuse notamment aux assistantes maternelles et aux structures d\u2019accueil de la petite enfance.<\/p>\n

2 -Annonce par la chef de l\u2019\u00c9tat d\u2019une loi concernant la la\u00efcit\u00e9 au travail.<\/p>\n

Consid\u00e9rant que les discriminations d\u00e9j\u00e0 en place se maintiennent. Le collectif Mamans Toutes \u00c9gales continue ainsi de d\u00e9fendre les nombreuses m\u00e8res portant un foulard exclues de l\u2019accompagnement des sorties scolaires. Nous affirmons le droit pour les femmes musulmanes de porter le foulard en tant qu\u2019expression de leur identit\u00e9 culturelle et religieuse sp\u00e9cifique et de participer \u00e0 la vie publique, de travailler, de s\u2019impliquer dans la scolarit\u00e9 de leurs enfants.<\/p>\n

Consid\u00e9rant que le d\u00e9bat fran\u00e7ais autours de l\u2019id\u00e9e que les principes de la R\u00e9publique et ses valeurs sont menac\u00e9es par les foulards et la religion de l\u2019une des communaut\u00e9s les plus opprim\u00e9es de France et d\u2019Europe semble ridicule.<\/p>\n

Par cons\u00e9quent, nous, participants \u00e0 la 4\u00e8me conf\u00e9rence internationale annuelle sur l\u2019islamophobie \u00e0 l\u2019universit\u00e9 de Californie-Berkeley, en vertu de notre engagement antiraciste condamnons avec force les lois liberticides annonc\u00e9es par le gouvernement fran\u00e7ais, qui cr\u00e9ent une cat\u00e9gorie d\u2019exception : les femmes voil\u00e9es.<\/p>\n

En outre, nous appelons le gouvernement fran\u00e7ais et les dirigeants politiques \u00e0 mieux respecter les principes et l\u2019esprit de la D\u00e9claration universelle des droits de l\u2019homme en consid\u00e9rant pleinement la minorit\u00e9 musulmane et en abrogeant toutes les lois d\u2019exception d\u00e9j\u00e0 existantes.<\/p>\n

Houria Bouteldja a conclu cette intervention en proposant aux conf\u00e9renciers et participants l\u2019adoption d\u2019une r\u00e9solution appelant la France \u00e0 renoncer \u00e0 ses projets de lois islamophobes ainsi que l\u2019organisation d\u2019une conf\u00e9rence internationale contre l\u2019islamophobie \u00e0 Paris afin de briser le consensus fran\u00e7ais sur cette question. La r\u00e9solution a \u00e9t\u00e9 adopt\u00e9e. Elle est publi\u00e9e sur le site Oumma.com. http:\/\/oumma.com\/16543\/universite-de-californie-berkeley-resolution-de-soutie. L\u2019id\u00e9e d\u2019une conf\u00e9rence internationale en France a retenu l\u2019attention des organisateurs qui se sont engag\u00e9s \u00e0 faire les d\u00e9marches n\u00e9cessaires pour que celle-ci ait lieu dans dans les meilleurs d\u00e9lais<\/p>\n

Thank you for inviting me. It\u2019s a pleasure for me to be here, to participate and to contribute to this conference. And I wish this meeting to be a new step to understand what islamophobia means and to give us more efficient tools to fight it. So let\u2019s start\u00a0!<\/p>\n

For the last ten years, Islamophobia has increased in an incredible way all over the world. Every year, the Annual International Conference on Islamophobia at UC-Berkeley confirms it. France is one of the countries in the world where racism against Muslims has increased the most. In the name of secularism, women\u2019s rights, the defense of Republican values, and the struggle against terrorism, Islamophobic discourses affect all spheres of the French society. The war against the \u201cAxis of evil\u201d produces Islamophobia on an international scale that refracts onto French politics and public debate.<\/p>\n

The right and extreme right practice islamophobia for sure but so does the institutional left, represented by the Socialist Party. The extreme left is also not immune. Let\u2019s not forget that the ban on the veil was supported, even carried, by large parts of the extreme left during the 2000s.<\/p>\n

I don\u2019t believe it makes sense to characterize Islamophobia as a \u201cfeeling.\u201d The terms \u201crepresentation\u201d and \u201cimaginary\u201d are often used, even as Islamophobia is institutionalized. In fact, there are Islamophobic laws.<\/p>\n

The 2004 law, for example, is a law against young women who wear the headscarf, a law that transformed \u2013 I would even say betrayed \u2013 the secular spirit of the 1905 law. Secularity means neutrality of the state\u00a0: the state is without religion, neutral, and therefore neither atheist nor agnostic. With the 2004 law, the state\u2019s duty of neutrality becomes the duty of the citizen.<\/p>\n

To speak of Islamophobia as sentiment is a euphemism. Islamophobia is first and foremost state racism.<\/p>\n

We shall remember that on July 22, 2012, the United Nations\u2019 Human Rights Commission condemned the French state for violation of religious freedom.<\/p>\n

The 2012 Annual Report of the United Nations\u2019 Human Rights Commission has confirmed the increasing number of anti-Muslim aggressions in France within a context of state racism. Women are the main target of these aggressions. According to the report of the Collectif Contre l\u2019Islamophobie in France, the Islamophobic aggressions against Muslim women increased dramatically in 2012.<\/p>\n

Recently, French state islamophobia manifested with a strong force once again. The recent controversy over the debate on Child Care female workers where a Superior Court cancelled the firing of a women day care worker using the veil or the case of the exclusion of a middle school student for using a bandana and having a \u201ctoo long skirt,\u201d confirm that the political issue at stake here is not to defend laicism or freedom of expression including \u201cthe right to criticize religion.\u201d What is at stake today in France is the political will to marginalize any Islamic expression in the public sphere and to exclude populations that affirm its Muslim identity.<\/p>\n

After the Nicolas Sarkozy administration, characterized by an incredible series of offenses against Muslim, Islamophobic state policies promises to multiply under the presidency of Fran\u00e7ois Hollande\u00a0: As a matter of fact, a bill proposal has been submitted to the National Assembly on January 16th to promote the principle of religious neutrality towards childcare workers and in childcare centers for pre-school aged children. Moreover, the President of the republic announced a law to guarantee laicism in the working environment and spaces.<\/p>\n

While discrimination is still in place and sustained by the state, the collective called Mamans Toutes Egales continue to defend many mothers that use the veil and are excluded from chaperoning fieldtrips and After School Programs. Concretely speaking, it is the right of Muslim women using the veil to participate in public life, to work, to get involved in the schooling of their children that is being violated.<\/p>\n

The French state discourse that the principles and values of the Republic are being threatened by the use of the veil and the religion of one of the most discriminated and poorest communities in France and Europe today sounds absolutely ridiculous. Despite this, the islamophobes present themselves as valiant resistors of islamicization without examining Islam in the French context. As matter of fact in France, Islam is above all the religion of the poor and of immigrants and therefore of a part of the population that has no political, economic or media power. They are attacking a population that cannot respond with the same force as those making the attacks.<\/p>\n

To understand the rise of Islamophobia, it is necessary to analyze the current context. We are in a situation of global economic crisis and decline of the European identity in the face of emerging countries such as China, India, etc.<\/p>\n

The white European identity that dominated the world for 500 years is in decline. The voices \u2013 often hysterical \u2013 raised in the media against Islam fundamentally express a fear of this decline. How to explain this irrational fear\u00a0? Whites are losing their historical centrality, their Triple A rating so to speak, and they see all these non-Whites, wrongly identified with Islam, as a threat to their identity. After dominating for centuries, they are figuring out that, like them, others want to live, assert themselves and transform the order established by racism and colonialism, which necessarily signifies for them a loss of power and the privileges that come with it. Those who rightly fight this order to claim their rights and their full place, who fight discrimination, are thus seen as invaders.<\/p>\n

Muslim resistance is perceived as terrifying, illegitimate and abusive even though what people are asking for in immigrant communities and popular neighbournoods is, above all, equality of treatment and of rights. While such demands do not seem outrageous to me, they clearly do for those who fight to preserve their status and privilege while exerting pressure to keep \u201cthe Muslims\u201d in a subaltern position as indig\u00e8nes. This conflict generates pockets of struggle and resistance and while we can\u2019t foresee the outcome, we are right to fear the worst. Our only hope is that the victims of state racism organize themselves quickly to bring about a true political alternative.<\/p>\n

That\u2019s why I would like to take the opportunity of this conference to make a call for two things\u00a0:<\/p>\n

\"-\"\u00a0\u00a0 I would like to call, with the agreement of Hatam Bazian, for a resolution condemning the new islamophobic laws in France coming out of all the participants of this conference. This resolution is to be read and adopted if all of you agree with it tomorrow at the end of the conference. I think doctor Bazian has already sent it to all the participants.<\/p>\n

\"-\"\u00a0\u00a0 The seconde thing\u00a0: I propose to organise if possible in december an international conference just like this one in Paris with the support of Berkeley university and I invite you to come to Paris and participate in order to help the muslim community in France and all the antiracists mouvements to break the french political consensus on islamophobia.<\/p>\n
